Mission

The General Counsel provides legal assistance and advice to Amtrak Office of Inspector General (OIG) senior management and supports audits, evaluations, special reviews, and investigations. Counsel coordinates with outside attorneys, including local and federal agencies and law enforcement attorneys, and appears in court on behalf of the OIG and its employees.


 

Colin Carriere
General Counsel

Colin C. Carriere has practiced law for more than 30 years. He has litigated cases in state and federal courts and provided legal advice and counsel to various entities. His experience ranges from litigating civil matters on a variety of topics, to providing advice on corporate and personnel issues, to consulting and providing legal counsel on complex fraud investigations and criminal matters.

He has been with Amtrak OIG since 1991, where he has been responsible for overseeing investigations and providing legal assistance to the Inspector General and staff on a broad range of criminal, civil, administrative, and human resources issues. During his career, he has been involved with networking with other OIGs, oversight of company programs, and a variety of compelling issues, including procurement, health care, and asset management.

Mr. Carriere previously served as a trial attorney for the Department of Justice, Environmental Enforcement Section; senior trial counsel for the U.S. Department of Energy, Office of Special Counsel; trial attorney for the District of Columbia Attorney General’s Office, Major Civil Litigation Section; and attorney for a field office of the Legal Services Corporation in Philadelphia, Pennsylvania. He is a member of the bar associations of Louisiana, Pennsylvania, District of Columbia, and Nebraska. He is also a member of various federal courts, including the U.S. Supreme Court. He has taught college and investigative courses and lectured at the Federal Law Enforcement Training Center.

Born in New Orleans, Mr. Carriere obtained his undergraduate degree in accounting from LeMoyne College in Syracuse, New York, in 1974, and his JD degree from Creighton University in Omaha in 1977.
